Any people who is outside his /her country of origin and is unable or unwilling to return to, and is unable or unwilling to avail himself and herself off the protection of that country because of a well founded fear of Persecution on account of  of Race  religious membership of a particular social group or political option owning to external aggression foreign domination series violation of human rights or event seriously distributing public under in either part or whole his /her country.highest number of refugees in the world today since the Second World War, international migration, border crossings and especially forced displacement are high on the agenda of every nation state. This issue has become politicized and often linked to security issues.

People had to endure a lot of pain during World  War "Being scared was a permanent state of mind. He was always scared," said Achmed. "When he went to bed, He always wondered if He would wake up the next morning." Eventually the violence became too much for Yaser and his wife, and they made the decision to uproot their family from their home in Syria in search of a better life in Germany. They were only able to make their long and difficult journey from sunset to sunrise so they would not be spotted. Young Hala lost her glasses during their trek. "Everything is already strange, but now it is also blurry," she said. "It is very scary not to be able to see clearly."They walked for days until they reached the boat that would carry them to Germany. The water was rough and the children were scared, but the family eventually made it. Now they must wait to register for asylum, a process that takes up to two weeks. During those two weeks the family must wait outside the registration center every day for their number to be called. There are no facilities or shelter from the rain." He was tired of waiting here all day. They just stand in the rain," said Achmed. "But He will tell Her something: after everything we have been through, a bit of rain can’t hurt me."

 It is estimated that India today hosts more than 200,000 asylum seekers and refugees out of which 30,000 are registered with the United Nations High Commissioner for Refugees (UNHCR). They mainly come to India from different regions and belong to different ethnic and cultural backgrounds. Most of them are from Afghanistan, Myanmar, Pakistan, Somalia, Sri Lanka and Tibet.smaller number of other refugees in India mainly from Eritrea, Iran, Iraq, Palestine, Sudan, the Democratic Republic of Congo and even Sylphlike other countries in the region, India is not a signatory of the 1951 Geneva Refugee Convention; however, based on humanitarian grounds, India continues to be a safe haven for many.
